This quote is basically saying in order to relay your message you have to know how people will perceive it, and how we think. It's like psychology in a way. Once you understand how our mind works, you will know how to approach others in a beneficial way.
"Information only makes sense when linked with other information."
This means that information doesn't hold value in isolation, it's like having a statement without context. Without context people won't take what you say seriously, information needs other facts around it to give it purpose.
A performance art piece that I would want to do involves playing basketball. The objective is to shoot the ball until you make it. The misses will demonstrate you failing, but the make will demonstrate you finally accomplishing something great. That's all that life is about, you can miss as many shots as you want, but once you get that make you put all the misses in the past.
